Remove from heat and stir in sugar, orange zest, and orange juice, stirring until sugar completely dissolves. Set aside.
For the bubble tea boba pearls:
Bring water to a boil.
Add boba and gently stir. Lower heat to a simmer, cover, and cook for 5 minutes. Once cooked, remove with a slotted spoon and add to the orange simple syrup. Allow the pearls to marinate for 30 minutes.
For the chocolate orange bubble tea:
Add tea bags to hot water and allow to steep for 3-5 minutes.
Remove tea bags and pour tea into a blender.
Add cocoa powder to the warm tea then blend until well mixed.
Remove the pitcher from the stand and refrigerate for 30 minutes.
When ready to serve the tea, remove boba with a slotted spoon, and divide them between two glasses.
Pour orange simple syrup into the blender with the chocolate tea mixture, top with ice, and blend until frothy and smooth.
Pour frozen orange bubble tea over bubble pearls and serve.
